～ようになります describes a developed ability; ～ことにします states a decision; ～ています may describe a continuing state.

A：日本の生活に慣れましたか。
B：はい。電車も使えるようになりました。来年も日本に住むことにしました。

Build it: potential/plain verb + ようになります; dictionary verb + ことにします

When to use it: ようになる describes change; ことにする presents a decision.
